To all clubs.
Due to a number of incidents last season and some on field and off field behaviour we have already experienced this season the Management Board have agreed to instigate the following guidelines for penalties for any teams,individuals or clubs who breach the code of conduct.
1 If any match is called off early because of fighting the match shall be declared null and void and both teams may be subject to a penalty of the loss of four competition points.The team management,captain and any other identified players will be required to appear before a judicial hearing.
2 In the event of any team being found guilty of gross misconduct[eg fighting,referee abuse] that team may be subject to a penalty of the loss of four competition points and or a fine of up to $200.
3 In the event of a member of a team management being found guilty of gross misconduct then that individual may be liable to a suspension and that team or club may be liable to a penalty of a fine up to $200.
4 In the event of a complaint of gross misconduct against a spectator or club member then that club shall be notified and if appropriate action is not taken or there is a repeat offence then that club shall be liable to a penalty of a fine up to $200.
Any complaints of gross misconduct must be in writing and in the hands of the Sub Union secretary within 48 hours of the completion of the match.Any complaint of gross misconduct shall go to the Judicial Review Officer for a decision on whether a judicial hearing shall be held.These guidelines do not exclude any actions or penalties which can be taken as set down in the NZRU Judicial Handbook.
We certainly hope that we will not require such action but the Management Board take a dim view of foul play and the abuse of match officials so will not hesitate to take action if required.Also remember that if teams or clubs dont give match officials the respect they deserve then teams could find themselves without appointed officials in future weeks.So please I urge all club officals to ensure that everyone has a fair and enjoyable rugby experience each week.
